Staff Biographies
Jocelyn McCarver, Executive Director
Jocelyn McCarver has worked with Youth At Heart since 1983. She is responsible for overseeing the planning and management of services and operations within the scope of the organization’s mission and objectives. Jocelyn works closely with the Board of directors and represents the organization interest to the public. Jocelyn worked as the Program Director before becoming Executive Director in October 1985. Jocelyn has over twenty-four years of experience in fundraising within the philanthropic community. Jocelyn received a Masters degree from Oral Roberts University in 1985 and later served as an adjunct professor.
Lou Marlar, Director of Development
Lou Ann Marlar is the Director of Development and Community Relations where she is a proactive, creative leader in maintaining close working relationships with the philanthropic community, individual and corporate donors, sponsors, board members and volunteers. Lou Ann serves as a visible spokesperson and advocate for the Youth At Heart mission and programs. Her strengths lie in the ability to clarify strategic direction. Lou Ann is finishing her Ph.D. in Occupational Education, with an emphasis on Human Resource, Adult Learning and Technology at Oklahoma State University.
Rodney Gray, Director of Program Management
Rodney Gray has worked with Youth At Heart since 1987. He has over twenty years of experience developing and implementing character-building, tutorial, recreational and life-skills programs for youth in an urban setting. He has trained and supervised community educators, recreation leaders and volunteers in Tulsa public housing for 19 years. Rodney has completed doctoral studies at Oral Roberts University, and has been certified to teach Youth Program Quality Instruction curriculum for the Tulsa Area Community Schools Initiative-After-School Time Network.
Margaret Biggs, Director of Center Operations
Margaret Biggs has worked with Youth At Heart since 2003. Her past career experiences include nine years of parks and recreation management in municipal government and five years as a business analyst and trainer in the telecom industry. Margaret has also worked in the following capacities: environmental educator; activities coordinator; camp counselor and physical education instructor. She has a Bachelor of Science Degree in Recreation Administration and Management from Oklahoma State University.
Kelvin Bonner, Director of Enrichment Programs
Kelvin Bonner has worked with Youth at Heart since 1997. He has over ten years of experience developing and implementing character-building, tutorial, and life-skills programs for youth in an urban setting. Kelvin has trained and supervised enrichment staff and volunteers providing educational, recreation, and social programs in Tulsa public housing for seven years. He completed a master’s degree program at Oral Roberts University.
Bob Corcoran, Director of Sports Programs
Bob Corcoran has worked with Youth At Heart since 1984. He has more than thirty years of experience in planning and supervising recreation and social activities for all ages. Bob has also played professional tennis and coached at the collegiate level. He has a Bachelor of Science Degree in Business Management from the University of Vermont, and has studied management and leadership at the University of Tulsa and the Two Roads Institute.
Rhoena Preciado, Office Manager
Rhoena Preciado began working at Youth At Heart in 1990. She primarily performs administrative support to the Executive Director and the Development Director. Her tasks range in variety from financial recordkeeping to layout and design of publications. She organizes and coordinates office operations and assists with YAH’s annual special event. She has been trained in website upkeep, social media, and accounting software. She has completed an Associate Degree in Business in Oklahoma City with other certifications in personnel/office/church administration.
